Corrupt governors: New York versus Illinois

I used to say that Illinois had the worst governors in the nation, when four of the last eight had gone to prison for corruption and scandal. (See Illinois Governors in Jail.)

Now New York has had three governors in a row forced out due to corruption: Elliot Spitzer (2008 resignation), David Patterson (2010 resignation), and now Andrew Cuomo (2021 resignation).

(Follow-up question: Are the politicians actually worse in those states, or are those states better at exposing the corruption and doing something about it?)
